Election is concidered as one of the most important forms of political participation of citizens in democracies. In this way, people vote to elect representative or representatives؛ but how to do it and even how to enter the elections in democracies is different. Due to the many differences between the administrative systems of the Islamic republic of Iran (semi-parliamentary semi Presidential) and the United States of America (Presidential), this study needs a lot of reserch. Basically, the two countries are completely different in civil status and political participation. America is a developed country where civil society and political parties are formed to increse political participation and stablish democracy. Election in U.S.A is a factor of government legitimacy; while in Islamic Republic despite the high participation of people, elections are less effective due to the lack of political parties. Concidering the great difference in these two contries' electoral systems, this Article deals only with the forms of holding presidental elections.
