A wave called the legal challenge of state and paramilitary executives in the country, regardless of who was created and for what purpose, is, in any case, a neglected phenomenon that questioned the concept of equitable justice in the country. So that some people even left an alley for a small loan! Addressing this issue requires a national determination, and all the devices must enter and not allow the space that has been created to be forgotten after several omissions and resignations. Aside from the political insights that these days of analyzing the history of legal issues, the legal issue should also be addressed; what is the legal and legal basis for such payments from managers, and what, in the case of an offense or a crime, what A response should be made. The present study first outlines the terms of payment to officials and directors in the light of legal rules, jurisprudence, and custom. Then, the reasons for unconventional payments have been investigated and, finally, there are some solutions that are needed in the short and medium term.
