The International Criminal Court was first set up in 1993 by the UN Security Council to prosecute international humanitarian law enforcement officials on the territory of the former Yugoslavia, less than a year after the crimes committed in the country. Rwanda The Security Council also established the Second Special International Criminal Court. The tribunal has jurisdiction to prosecute perpetrators of mass murder and other violations of international humanitarian law in Rwanda. On the crime of genocide and crimes against humanity by imposing measures aimed at preventing childbirth, which have also been adopted by the Constitutional Commission under Article 6 of the Rules of Court, the Rwanda Tribunal has a comprehensive interpretation of Article 2 of the 1948 Convention.
