In accordance with Article 45, Article 1 and 2 of the Law on the Fair Dissemination of Water, Waters are among the common commons that their use and exploitation are delegated to the Government and are in the hands of the Islamic State. These waters need to be protected and protected in order to maintain, maintain and exploit them, which is essential. Therefore, with the formulation of materials 2 and the provisions of the law of fair distribution of water, their general publicity has been stipulated and any exploitation has been mandated by the Ministry of Energy. The result of this study is that the land created in the riverside is subject to the law of water and civil law. Also, any construction along the rivers should be licensed by the Ministry of Energy, even if the property of the municipality and persons of public rights. On the other hand, even if the seizure along the rivers is authorized by the Ministry of Energy, if found, survival will be with the Ministry of Energy, which will be compensated by the first assumption of damage to the owner and constructor in accordance with Articles 43 and 44 of the same law.
